Mr Barling has been a volunteer with the ACT Rural Fire Service (ACTRFS) since 1988 and has undertaken a range of roles, including as a fire fighter and Deputy Captain and is currently a Group Captain. He has also served as a Strike Team Leader, a Crew Leader and is an accredited training assessor.
He provided exemplary leadership to other fire fighters and the ACTRFS during the January 2003 Canberra bushfires and was awarded a Group Bravery Citation for his efforts.
He is the editor of 'Firebreak' the on-line newsletter which also contains the history of the ACTRFS. Mr Barling has served in the role of President of the ACT Fire Controllers Group, and the ACT Volunteer Brigades Association, and represented the interests of both the ACTRFS and State Emergency Service volunteers during a period of rapid and fundamental legislative change in 2003 and 2004.
He has campaigned strongly for improvements in conditions for volunteers, including fire ground safety training, personal protective equipment, communications technology and community recognition.
In 2008 he contributed to the development of the ACT Volunteer Charter and its update in 2013. He is currently planning an exhibition to celebrate 100 years of bush fire fighting in the Canberra region.
